Honda speedometer not working

I have a 2001 Honda TRX400FW with the analog type speedometer. This speed signal comes from a sensor located next to the rear output drive shaft. What type of signal comes from this sensor?
I have tested for a pulse voltage and get a constant 7.3 volts. I have put a scope on the wire and got a frequency reading that increase with motor rpm whether in gear or neutral; suspect this is noise. I am not sure weather the speed sensor is bad or the speedometer is the problem. The hour meter and back lights work but not the odometer or speedometer. Any sugestions?
