Why is it when I loosen the screw on the bottom of the carb of my jackel 50r, the gas comes out of that screw hole and runs all over the engine, rather than the rubber hose on the other side where you can safely drain the gas into a container?

because you are unscrewing the whole bowl. and the gas is going to come out where gravity takes it. that little hose is the overflow hose. when the engine is flooded or running and gets too much gas in the bowl it will come out that hose.
